A binding transition timetable, public ownership of grid infrastructure, and a just settlement for affected workers.

The issue

Emissions targets are set as pledges rather than obligations, and the infrastructure needed to meet them is owned by firms with no duty to meet them. The result is a transition that is announced repeatedly and delivered slowly.

Our position

Decarbonisation is an infrastructure question before it is a consumer question. Grids, storage and public transport should be publicly owned and planned on a timetable that is legally binding on governments, not aspirational.

Proposed policies

  • A statutory carbon budget with annual milestones and automatic review when missed.
  • Public ownership of transmission grids and large-scale storage.
  • A transition guarantee for workers in carbon-intensive industry: wage protection, retraining, and pension bridging.
  • Retrofit programmes delivered as public works, not subsidies to landlords.
